加拿大2014年6月实施国际学生新政

2014年2月12日渥太华，加拿大联邦移民部发布了准备于2014年6月1日开始实施的最新国际留学生的规定和政策。新规定旨在改进对真正的国际留学生的服务，以保护加拿大高质教育的国际声誉，减少欺诈和留学程序被滥用。

具体变动如下:

现规定	6.1新规定
在申请学习许可时，申请人必须显示他们有意愿在加拿大留学。 Applicants must show that they intend to pursue studies in Canada when applying for a study permit.	申请人必须在加拿大保有学籍，持续深造。不然，可能面临驱逐出境。 Applicants must enroll in and continue to pursue studies in Canada. Failure to do so could lead to removal from Canada.
申请人可申请入读任何加拿大的教育机构。 Applicants may apply for a study permit to pursue studies at any educational institution in Canada.	学习许可只签发给在加拿大被认可的教育机构就读的申请人。 Study permits will only be issued to successful applicants who are pursuing studies at an educational institution that has been designated to receive international students.
在公立和某些私立专上就读的学习许可持有人必须申请校外工作许可，方可在就读期间（开课和假期），在校外每周工作20小时。 Study permit holders pursuing studies at publicly-funded and certain privately-funded post-secondary institutions must apply for an Off-Campus Work Permit to be able to work up to 20 hours per week off-campus during the academic session and full-time during scheduled breaks.	学习许可持有人在就读期间（开课和假期）自动拥有每周20小时的校外工作许可，不必另外单独申请校外工作许可。学习许可持有人应以获得学位，学历或证书为目的，必须在指定的教育机构就读至少6个月以上。 Study permits will automatically authorize the holder to work off-campus for up to 20 hours per week during the academic session and full-time during scheduled breaks without the need to apply for a separate work permit. The study permit holder must be pursuing academic, vocational or professional training of six months or more that leads to a degree, diploma or certificate at a designated institution.
任何学校的国际留学生可以申请CO-OP工作许可，如果CO-OP是教学安排的一部分。 Any international student can apply for a Co-Op Work Permit if a co-op placement is an integral element of their course of study.	只有在移民部认可的高中或指定的教育机构就读，并且CO-OP是教学安排的一部分，留学生才可以申请CO-OP工作许可。 Only international students who are pursuing studies at a secondary school or at a designated institution may apply for a Co-Op Work Permit if a co-op placement is an integral part of their course of study.

Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.
国际学生完成学业，持有效的学习许可，可以在加拿大停留，直到学习许可过期。 International students who have completed their studies but hold valid study permits can remain legally in Canada until the expiration of their study permit.	除非持有工作许可或其他加拿大的有效居留证件，完成学业后，学习许可在90天内失效。 A study permit becomes invalid 90 days following the completion of studies unless the foreign national also possesses a valid work permit or another authorization to remain in Canada.
对海外印第安人学签问题，无明文规定。 There are no references in existing regulations that clearly state that Registered Indians who are also foreign nationals are exempt from the requirement to obtain a study permit.	海外印第安人只要能合法进入加拿大，可免学签。 Registered Indians who are also foreign nationals may study in Canada without a study permit as they have the right of entry into Canada.
学习许可持有人毕业后，在等待毕业工签期间，不得工作。 Study permit holders are not authorized to work after the completion of their studies while awaiting approval of their Post-Graduation Work Permit	在等待毕业工签期间，国际毕业生即可开始全职工作，直到毕业工签审核结果出来。 Eligible international graduates will be authorized to work full-time after their studies are completed until a decision is made on their application for a Post-Graduation Work Permit.
