加拿大移民部于2020年11月公布，2021年的移民指标是 401,000 。由于疫情影响导致边境关闭，停止人员流动，移民部不得不着眼于加拿大境内的拥有临时身份居民来实现加拿大的经济移民目标。这些人士已经进入加拿大劳力市场，包括，各类工种和各个级别的工作，填补了劳务短缺，为各行业和经济恢复做出了贡献，与加拿大的经济移民目的方向一致。但这些人士同时也面临申请标准难以达到的困难，因此，给予这些有加拿大工作经验的人士移民身份，对加拿大利益攸关。

获得学历/毕业证书的并且在加拿大工作过的国际留学生是加拿大移民项目重点吸引的人才类别，他们将在加拿大的长期学习背景和经验转化为加拿大的经济恢复和成长的动力，解决社会老年化问题。

移民部长根据 S 25.2 (Section 25.2 of the Immigration and Refugee Protection Act)，允许免除部分规则（Immigration and Refugee Protection Regulations） 的要求，发布了这个特许移民优惠政策。

这次的特许移民方案，加拿大移民部总配额90,000名；其中境内海外劳工或留学生劳工50,000 (A类工种20,000, B类工种30,000), 以及加拿大国际留学专上毕业生:40,000。对有法语能力的申请人，无名额限制。

对主申请人的要求：

  • 提交PR申请时，完成加拿大指定院校的学业（2017年1月后） “Designated Learning Institutions（S-211.1 of the Regulations）”   :
    • 公立大专以上院校，学院，技校，大学或魁省的 CEGEP
    • 魁省私立大专以上院校，按魁省公校体制管理
    • 魁省私立或公立大专以上院校，900小时以上大专职业培训DVS，技校培训AVS
    • 加拿大私校，按省法规发放的一部分学历
  • 获得学历：
    • 学历 (大专，学士，硕士，博士，Associate, Bachelor’s, Master’s, or Doctorate，8个月以上专业学习) ;
    • 学位、学历，文凭，证书 或 技工职业培训证明 (参考 Annex A)
    • 学业完成时间不早于 January 2017.
    • 学习期间，有合法学习身份（学签）
    • 在加拿大从事有薪工作（不得是自雇身份，医生除外）。工作时，需有合法工签
    • 语言能力证明 CLB 5 （两年有效期内）
    • 提交申请时，在加拿大境内有合法身份
    • 在魁省以外居住
    • 在线提交申请
    • 允许入境加拿大
