2016年10月至2022年3月期间，利用假婚姻移民美国的客户被收取 $20,000 至 $30,000 美元的假结婚费用，包括婚纱照和美国绿卡申请文案。

联邦大陪审团本周起诉了11人，他们涉嫌经营一家大型“假婚姻”机构，涉嫌为试图获得绿卡的移民安排数百次假结婚。

在婚配方面下了不少功夫。根据起诉书，“一旦玛氏为客户确定了一个或多个潜在配偶，Mars将向客户介绍未来的配偶，并安排会面，以评估客户和配偶是否’合适’——即他们的婚姻不会引起美国公民及移民服务局的怀疑” 。

为了让婚姻及婚礼看起来真实，他们安排拍摄照片来记录这一场景，通常带有婚礼道具和装饰品，有时甚至在真正的婚礼教堂拍摄。除了准备欺诈性文件外，玛氏的经纪人还会为配偶准备婚礼，带他们购买合适的婚礼服装。

起诉书称，“Mars还将命令经纪人确保配偶在会议和/或婚礼当天不受毒品的影响。

即使在结婚那天之后，Mars仍然继续为他的客户提供服务。他和他的团队帮助客户一起开立联名银行账户，一起登记车辆和购买人寿保险，并共同报税。他让他的客户“定期见面并合影”，有时在他位于韩国城的办公室接待这对夫妇。有时，他会让他的经纪人告诉配偶删除社交媒体帖子，这些帖子透露了配偶的真实家庭和家庭伴侣的信息。当然，Mars在接受USCIS移民面试之前已经对他的客户进行了指导。

“在辅导课程中，Mars和同事会使用书面的练习题清单，”起诉书称。“其中一份清单解释说，’主要目的是证明婚姻是真实的’，并指示’夫妻/配偶在面试中应表现出良好的化学反应’。

根据起诉书，如果配偶一方反应迟钝或不合作，玛氏有时会采取不同的策略：使用1994年的《暴力侵害妇女法》，该法允许配偶虐待的非公民受害者自行申请合法永久居留身份。对于这些客户，Mars和他的员工会填写临时限制令的申请，指控家庭暴力。

Mars和他的十名同伙分别被指控犯有一项共谋婚姻欺诈和移民文件欺诈罪，最高可判处五年监禁和 250,000 美元的罚款。
