根据“移民和难民保护法”第87.3（6），加拿大公民及移民部（CIC）发布部长指令，以便更好的支持并实现加拿大政府的既定移民目标。

综述

部长指令是就移民和难民保护法（IRPA）第87.3章加以说明。指引已发送至负责处理和审核申请加拿大永久居留和临时居留的签证官和代表处。

部长指令将于2013年1月2日指令生效，并适用于2013年1月2日或之后收到的申请。

经济类移民申请

任何本部长指令未提及的类别应继续按以往的方式处理。

 

联邦技工类别移民

联邦技工类别移民于2013年1月2日开始实施，依发表2012年 12月19日在“加拿大宪报刊登的公告“，对移民和难民保护条例的“修订”（SOR/2012-274），第Ⅱ部。本指令旨在管理联邦技工类别移民的申请程序，以确保该项目能回应一系列加拿大对劳动力市场的需求。

 

每年处理的技工类别移民上限配额和职业分类上限配额

 

联邦技工类别移民每年最多接收3，000个新的申请进行处理。

在3，000个名额当中，每年A类的每项职业最多接收100个新的申请；而B组的各职业，无限额100的限制。但每年总的申请人数不能超过3， 000人。同时，申请人还要有合格的雇主聘书或有省或地区的学徒机构发出的资格证书。

在计算上限时，申请按收到的日期计算。申请如果在同日收到，将根据日常程序处理。

计算上限的周期是从2013年1月2日起至2014年1月1日止，除非另有部长指令说明。

联邦技工类别移民申请程序

 

联邦技工类别移民申请需在2013年1月2日后，提交到the Centralized Intake Office in Sydney, Nova Scotia。根据部长指令Subsection 74(1)，申请人必须达到联邦技工类别移民的语言要求，包括听，说，读，写四项能力，并且上限配额仍未达到，则申请将被受理。

根据2011年版的国家职业分类（NOC），出示证据，显示在过去的五年内，至少有两年（24个月）全职或相当于全职的兼职工作经验，工作属于A类或B类内指定的职业：

 

A类 – 申请上限设为每年100的职业

• 7202承包商和监管，电力行业和电信行业 （Contractors and supervisors, electrical trades and telecommunications occupations）
• 7204承包商和监管，木工行业 （Contractors and supervisors, carpentry trades）

为了申请顺利，申请必须按联邦技工类别移民要求填写。
